Born Birkenhead, Cheshire on 25 December 1950.

Studied at Sherborne School, Dorset; University of Cambridge; Université Libre de Bruxelles.

Previously worked for the Hansard Society for Parliamentary Government and the Joseph Rowntree Reform Trust. From 1993-99, Director of the Federal Trust for Education and Research, London.

Councillor, City of Cambridge 1982-1990.

Vice-President of the Liberal Democrats 1994-1997.

OBE 1997.

Member of the EU Convention on the Charter of Fundamental Rights 1999-2000.

Chairman of the Liberal caucus to the Convention on the Future of Europe 2002-2003.

Representative of the European Parliament to the Intergovernmental Conference 2007.

Andrew is the the President of the Union of European Federalists

Author or editor of many articles and books on European integration, including:
